Well, we have the first bit of legislation introduced.
>>I. Recognition
The countries of EL REINO DELLA TILAPIA (Tilapia )and St. Espirit are recognized as fully sovereign countries and are cordially invited to setup embassies with-in Eutopia. In recognition of their sovereign state, by the end of this current term the Ministry of Trade and International Affairs shall be required to have setup embassies in the Capital Cities of those countries.
II. Citizenship
Any person born in the countries of United Provinces of Eutopia (UPE), Tilapia, and St. Espirit, or to parents of any of those nationalities shall be considered a citizen of the UPE. The right of citizenship shall includes, not not strictly limited to, freedom of movement and the ability to own and purchese property.
III. Right to Vote
Any citizen residing with-in the UPE for at least half the year shall be extended the right to vote in all elections. Any citizen employed by the government of the UPE for at least half the year shall have the right to vote in all elections even if they have not resided with-in the UPE. Any citizen who has lived on New Bengal for at least half the year shall also be extended the right to vote in all elections.
IV. Borders
Any citizen shall have the right to move between the UPE and Tilapia, and St. Espirit with-out having to clear customs or immigration.

Well, what do you all think?
It's an encompassing bit of legislation. Nothing wrong with it per se. How do you feel about the recognition part. I'm a bit leery of immediately recognizing them given that their split from us was so sudden and informal. But, at the same time, recognition is a matter of time, so I'm not going to make a case for it either way.
