Per President,

At MIDA, we have:
Instituted citizens rights training for FLEA personnel.
Develop a plan to increase recruitment of minorities in FLEA.
Started a review of our anti-sexual harrassment and anti-discrimination policies.
Prepared the ground for the NONSTOP toll system to be deployed shortly after the highway purchase from the Portuguese company is completed.
Begun planning for an extension of the highway system to Uxbridge, which is not served by rail either.

I have learned that FLEA does not have enough bullet proof vests for all field operatives and agents on duty outside of the offices to have one. I plan, unless I hear some immediate objection, to proceed with those purchases now, instead of buying them gradually over the next several years. At about 500 ducats each, as we have some already, it will be less than half of the figure that would show up as 0.1 in the budget.

I was considering refreshing the policies against discrimination and sexual harrassment in MIDA, but I thought we might want to coordinate this across all the Ministries. You know, things like having mandatory training for new hires, refresher courses every few years for existing employees, and an anonymous hotline to report problems. It fits well with the platforms on which we got elected. What are you views?

Well, Mr. President, I don't have much good news from my department. The military needs serious re-equipping, the air force is roughly equivalent to a bunch of hang-gliders with pistols, and the navy... well the navy is between the army and air force in numbers of problems to be fixed.

In my Portfolio I have kicked off the "Buy Eutopia" Campaign that my predicessor started and in the future I'll be co-operating with MIDA about the Koingsee Pollution. I'll also be introducing VAT to the GA and refining EPPA.

Per Austri. As you know, I got elected partly on a campaign of no military spending. This being said, it's also not agreeable to completly destroy our military. I'd like to suggest a meeting with you and our generals in the not to distant future to come up with a viable solution.

Well, another issue of Newslink, so some more assignments to be doled out by our leader. I anticipated one request, which I will mention.

I am glad the cave explosion was not foul play, but we dodged a bullet on that one. Perhaps MESA, which has responsibility for the related areas should work up a policy regarding burial grounds that are discovered. I expect it can be handled mostly by regulation, without needing legislation.

The President has already instructed the MDIS about the air force situation, the resignation just reinforces the importance of some action.

There is a small loose end in the Topafest donations that FLEA is following up on. Hopefully it will let us uncover some dirt about the opposition.

About the prison violence against the drug ring leader, the prisons are in the Justice portfolio, under the COJ, I hope to meet with him soon, but it would most appropriate if the President would discuss with him about prison reform and rehabilitation, as Josephus jhas the mandate, not I.

Regarding CAFTA, we should probably wait for now, how long can one guy talk?

Finally, I don't know what to make of the judicial succession, but I don't think we need to do anything about it.

Right. We should be sensitive to the plight of sacred Topan sites. It might be good for MESA to pay a visit to some Topan leaders and assure them that in the future we'd make it so all archeological digs in WET have a qualified Topan advisor or something.

Regarding the Airforce. My feeling is this. Perhaps Austri wants to comment, but I think maybe we ought to combine our entire armed forces under one wing...air, land and navy under one Chief? It's not like our military is that large. Thoughts?

Since no one objected, I am proceeding with the getting bids for supplying bulletproof vests for every FLEA agent. I have publicized the RFP (OOC: posted in the townhall), after direct contacts to ENDTech and BMI failed to get any response. It may be that we can get a better deal from of foreign supplier, but not all possible foreign suppliers will monitor our local media. Per President, as MTIA, do you want mention this to the ambassador from St. Esprit? Perhaps their Reynard Rouge company could bid? I would help relations a bit, to have a UPE government contract going to a St. Espritan company.

The proposal for more funding for the military that CUE MGA Levarge has put forward splits the amount into two fiscal years. I checked with him and he means two fiscal years, not two terms, so that would mean that the bill, if passed, would authorize all of the extra spending would be this term. Of course, if it did pass, we could just spend more slowly, to stretch it out over two terms, if we wanted.

The St. Espritans can bid if they like. The request for proposal has been published. If they have an acceptable quality product at the best price, then we would buy from them. If you want to make it seem like you are doing them a favor (even though they might not deserve one), then you can do so by letting them know. If not, it is no problem. You are the one managing the relationship, not I, and thus have a better view of what is worthwhile and what isn't. It is a relatively small contract anyway, and I have yet to get a local company to respond.

As to the budget, you should get one of the ESA MGA's to submit something. The best bet for passage of something half-way acceptable would be to have half of the VAT proceeds go to increasing medicure or other social programs run by MESA and the other half go to modernizing the military without building up numbers past a porportional share (75%) of the pre-split size, as we are now 9 provinces when we were once 12, and again adjusting the infantry downwards due to the end of conscription. Actually writing a contingent expenditure into the budget, with a cap, might get the VAT passed.

Per Austri, I have spoken to Chief of Staff Levarge. I've decided to put the Airforce under the Armed Forces Wing. Eutopia doesn't need three military branches.

We also have a problem in that no one is currently running EndTech. Levarge wants to take it himself, but I believe that's too much for him. Maybe, Per Austri, you can put out a notice that EndTech is hiring a CEO?

The ECB said, "The UPE does not currently have a VAT or a sales tax; according to best ECB estimates, introducing a 10% VAT would net 15 billion annually (totalling 45 billion for the Term) without negatively affecting the economy."

Both versions of the bill propose some exemptions, and the higher tax items won't compensate for that, so we could count on perhaps 15-20 billion ducats this term if it gets passed by the Senate before their elections and 35-40 billion ducats per term thereafter, if the ECB projections are accurate.

That means about 3 billion ducats this fiscal year and 6 billion thereafter for the reconstitution of the airforce and other military maintenance or modernatization, if we allocate 50% of the increase to that purpose. Levarge's bill asked for a total of 62 billion ducats. At this rate, he would get it in 11 years, by the end of term XIII, instead of 4 years, before the end of term XI. Of course he hopes to see a more favorable administration next term, but unless he is MDIS or President, the 'more favorable' Term IX administration did less for the military than we will if the VAT gets passed.
