Okay, I've been thinking about this for a while, and I think I have a plan for getting at least some of our airforce up and running.

First, we would have all our current airforce planes checked by.. mmh... uhh.. inspectors? Well, someone outside the military. I want to know which planes are airworthy, which ones could be repaired, and which ones need to be scrapped. After that, we group the airworthy planes into formations, that way we can get whole squadrons into the air if we need to, instead of a few planes from each unit. This will require a lot of reassigning for pilots and planes, but It'll be worth it. The pilots who will be stuck on the ground will be grouped into new squadrons as well. These squadrons will recieve the new planes Dragon Aircraft is ready to produce. Once these squadrons all have planes, the other squadrons using old planes will be upgraded to the new planes. This may take more than the rest of the term... but it will work.

The Tilapians have already buried PJ Vasquez's body. I have said we will be holding some kind of memorial service for him. MIDA would have done so in any case, and I think it will help our relations with the Tilapians, who we really shouldn't call 'Tillies', unless they request it. Given my role, I will have to speak. That could be sufficient for the government, but if any of you knew him and wanted to speak, please let me know.

I think we should have a disaster response drill in Neuwestbaden, in case the Konigsëe pollution gets life threatening. I think it would have to be an inter-ministry exercise.

Loic....the memorial for Vasquez is a good idea...he did serve as president, after all, so some form of state tribute is required, I suppose.

Like your idea about some form of emergency drill. We should get Keller on board; possibly the military too.

Agree about the Tillie thing too...that's something we won't use publicly just between us.

Don't forget all you ministers....we have a budget meeting happening too....I know we've all been busy with holidays, but we should get cracking on that soon.

While we agree, in principle, with CAFTA, and allowing people to move back and forth across borders....what do you think if we made it law that to work in the UPE, one has to have residence status....in other words, one can't work in Eutopia and live in St. Esprit....for tax reasons, or something.

The 'day citizens' are entitled to live here, under the recognition act. They are entitled to work here, under CAFTA and probably under the recognition act as well. They pay income taxes here, as incomes are taxed at the source, not at the residence of the earner. We don't have to provide schooling or as much medical care or any of the other services for their residences. From a budget perspective these are ideal citizens, although perhaps more of the benefit goes to the provinces than to the Federal budget. The question is where do they spend money. If we implement a VAT, they will be sure to spend at home.

Think back to when we were one nation, the 'day citizens' would just be people with long commutes. Think forward, this reinforces a link between our countries, and draws us closer together, assisting possible re-unification. If we somehow clamp down on it, then it will exacerbate the divisions that exist. Clearly there is a problem, but I think it is a problem of perception. The best solution would be a growing economy and falling unemployment, but we already are working for that. If we pass the Pension reform bill or Interprovincial Thruway System purchase, then we could target some projects in Nouvelle Acquitaine, to show we are doing something specifically about their situation.

Right. My only fear is, though, that they'll be seen as taking away local jobs thus, instead of creating unification, creating xenophobia instead. It is imperative for this government, before anything else, to protect its workers. I have campaigned on this platform the better part of my 50 years.

I need the Labour Minister to determine exactly whether this is in fact happening. Surely the wages in Eutopia can't be THAT MUCH better than in St. Esprit.

On another topic...as you know I initially asked for one member from UMP and one from CUE to participate in the budget committee. They pretty much refused. However Per Reczynski sent me this note:

I come to you as a representative of the UMP-CUE Interparty Caucus. We are willing to participate in the budget commitee, but we find it wholly unfair that you should get all your ministers and yourself, while we get only 2 combined. I would like to make the offer of increasing it to 2 representatives each (for both CUE and UMP), so that we may actually have a voice. You will still hold a majority, but it cannot be at all balanced if we hold 2 seats to your 5.

The budget committee is advisory, it doesn't vote. One of ESA MGAs will eventually propose a budget built on the ECB base with some budget committee modifications, but the final proposal will be of the administration. We sought to limit their number to speed up the process, but we wanted to achieve consensus on some items so the overall budget could be passed. Let them send two, let them send all they want. We will have to incorporate some of their suggestions, or they will stop it on the floor of the GA and propose their own budget. The key is to this an acceptable budget proposed quickly.

The memorial service for PJ Vasquez will be in front of the General Assembly on Saturday morning at 10 AM. The priest from his home town in Tilapia, a Father Mendez, will officiate. I will deliver an eulogy, but if any other dignitaries want to say a few words it would be appreciated.

Regarding the lead item in the latest Newslink: I have asked the FLEA duty officer for Western Eutopia if he needs some additional manpower, as the explosion that killed 32 might be a Federal offense. I will pass on any reports I receive.

In my role as acting chairman of the merchants' advisory board of CAFTA, I asked the ambassador from St. Esprit, whether he preferred to have us ratify the CAFTA treaty first, or have them invite us to join, not that it makes any real difference. While I believe that we should have the MERL or a deputy meet with those protesting the 'day citizens', we could go ahead and ratify the CAFTA treaty, by having our President who is also conveniently the MTIA sign it, making an announcement after he has done so. We might prefer to wait until their ambassador expresses an opinion, (OOC: but Heagarty's OOC post indicates that is not necessary) so I will leave it your discretion.

I forsee no problems in the government inviting your nation (which requires Parliament's approval as well as the President's) and then you may ratify the treaty however you do it.

So it appears that we must wait to be invited, an unfortunate legacy of the prior president's inattention, but I suppose a by-product of that inattention was the more recent presidential election result, so we must take the bad with the good.

We could offer it to Mofaz as part of a citizenship package. We'll grant him his citizenship in recognition of his value to Eutopia as ENDTech director, or something like that.

This is a plan Gen. Levarge gave to me for getting Barak Mofaz in as ENDTech director. Normally it wouldn't be a problem, but Mofaz is not a citizen, and since ENDTech deals with top secret projects, the director has to be a citizen. I believe Mofaz would be an excellent choice, can we make him a deal where he gets citizenship, and in return, runs ENDTech?

Maybe we should check as to what President Al'Aeshir agreed to with the American Senators or what instructions MDIS Tilly received from him if the President's own files are incomplete regarding that matter. From the original text of their press release, which was later retracted, it seemed like some 'next step' was in the works, which clearly hasn't happened yet. The ball may be in our court, but they won't remind us because they weren't pleased with the election results. If we go ahead, then it shows that the change of administration was not something that necessarily effected the relations between our countries.
