Very well. I'll approach the two countries and sign CAFTA. At the same time I'll approach them about Tri-Party Defence Pact. Bascially a treaty that obliges the two other countries to come to an attacked country's help. And also, if one member country attacks another, the third comes to the aid of the victim of aggression.

Then we'll bring in Austri and have them talk military stuff. Maybe even have a joint military excersice under Levarge's guidance? Just something to think about.

Great!

Hopefully you can get a good briefing before you meet with the American Senators. Who knows what President Al'Aeshir may have promised them.

I would suggest that MESA may want to launch an immediate scientific investigation into reason the deoxygenation of the Konigsëe.
I'm on it.

Concerning Tilapia and St. Esprit, it might as well be a sign of goodwill to decline any claims we have on their territory. We didn't do that, right?

This is only preliminary, and I have some people looking into it, but PJ Vasquez, the former VP and MIDA, seems to have disappeared as well.

Uh... something about Marine just popped up..

Minister: A quick follow-up on the ENDTech audit. Looks like Michael Marine, one of Voshkod's deputies, embezzeled approximately 1.2 million ducats. Apparently, he did an accounting trick involving a non-existant retail outlet.

General Levarge apparently discovered this during the audit of ENDTech. It took place when Yuri Voshkod was running the place, I guess.

Per Gonzov,

I read your proposed constitutional amendment. I thought we were going to discuss things here before proposing them, not because we would want to stiffle your ideas, but to make sure they are well presented. I had a concern about one part:
The President will have the power to veto any bill or Constitutional Amendment. A veto must be rejected by at least six Senators for it to have no effect, otherwise the bill or Amendment will be defeated.
It is reasonable for a president to veto a bill, it is not as clear for a constitutional amendment. Also, shouldn't the GA and the Senate have to overide the veto, not just the Senate? Therefore, you might consider:
The President will have the power to veto any bill, by informing the Speakers of the General Assembly and Senate in writing after the General Assemby has passed the bill but before it has been published in the Eutopian Law Gazette. The General Assembly may conduct a second vote on a vetoed bill, which must secure six affirmative votes to be sent to the Senate. Affirmative votes of six Senators are required to approve a vetoed bill.

Christ! This makes it your problem as well, Loic.

Keller, could you do an investigation into the state of Omnicare?

A Constitutional Amendment could be made making the office of President obsolete by the opposition, and the President could do little about it. If he veto's a Constitutional Amendment, the Senate could defeate the veto if there is no basis for it.

There is already an international advisory out for Per Marine, if he is found, we will attempt to extradite him.

I am also concerned that there may some fraud in Omnicare, with some 'patients' getting treatment they don't need, from doctors or clinics that provide those patients a kickback from what the system pays them for providing that 'treatment'.

A constitutional amendment requires 6 votes anyway, so your veto, which only requires six votes to be overridden, would be ineffective.

Yeah, I think as a general rule of thumb, we should discuss legislation here. Just so that there are no surprises.

Thanks for bringing up the most important item in Newslink. We should discuss that first, but every Newslink item should be assigned to at least one cabinet member to follow-up. I believe that MESA is already looking into the Konigsëe pollution. I told the director of FLEA that I wanted to get some headlines about fraud in OMNICARE if we found any, but these are not the kind of headlines I had in mind. I will have a serious talk with him.

I will leave to the President to assign responsibilities as to who should follow-up on the rest of the items, but notice that the American Senator talked about 'subject to satisfactory evaluation of Eutopian internal security capabilities to be measured in upcoming war games', so maybe President Al'Aeshir promised them something and forgot to tell us.

War is the last resort. We should try diplomacy first. Don't let the military hotheads talk you into anything.

We are not neutral on New Bengal, so getting St. Esprit involved might be viewed as less threatening than doing anything directly.

Well.. I still think we should keep a closer eye on Tilapia from now on. As for diplomacy, could we get the U.N. or the Americans or someone with a little more clout than us to guarantee free elections? Because IF Tilapia ends up trying to use military force against Bengal, I really doubt we could get them to back down.
