There have been instances of Chinese ships, acting not under national control, but instead under the direction of a local military leader who has set himself up as a sort of warlord, and uses those under him without normal regard for the law. There was an incident of such a ship acting like a pirate, boarding another ship carrying a cargo of cigarettes in international waters, imprisioning the crew and sailing the boat into a friendly port, conficating the cargo on trumped up smuggling charges, then selling the boat back to its owners and demanding ransom for the crew (it was called 'fines'). If it is our territorial waters, then fire a shot across their bows to get them to stop so we can board them, and if they don't then we have to fire at them to make them know we mean them to stop, then to disable the ship if necessary. When we check out the ship, we will be able to learn more, so I will refrain from speculating further at this time.
As to the Cuban visit, I would have thought we already had our man in Havana. Given that we don't know whether the Cuban involvement reported from two sources is rogue or official, then we should try to find out from people already there or from governments with intelligence agents in place. If we don't get any help that way, we don't need to sneak anyone in, we can have someone fly there on a commercial flight from Mexico or Venezuela or wherever. It would be better if they weren't a citizen of the UPE.
As for tracking down the local connections, I have been discussing with FLEA whether it makes sense to offer a large reward. I would appreciate the cabinets thoughts on that idea. It wouldn't turn a dedicated revolutionary, but it might tempt someone who knew of it peripherally. We would probably have to offer some immunity as well, as knowing about it and letting it go ahead makes them some sort of accessory to the crime.
