Prisoners working during freetime

My prisoners have started working during their freetime. Note, this is freetime only, not the work/freetime option. When I go to the logistics tab and select prison labor, the prisoners are filling available jobs. Both my min sec and med sec prisoners are affected (they are the only ones with freetime scheduled).

I do not have any DLC and I play on my PC through steam. And no mods.

Anyone else with this issue?

I have had the same issue, except that they work during work/freetime in addition to normal freetime
