Prisoners wont work no matter what

Hi, so I have started playing prison architect again recently, and I have researched prison labor and used logistics to assign prisoners to rooms like the laundry, workshop, cleaning cupboard, etc. I have also taken care of their needs, and most of my prisoners are content, however not a single prisoner has taken up a job since I started playing and I have made 3 save files all with the same issue, can someone tell me what I'm doing wrong? There is also no demand for any programs except parole, I don't understand what I'm missing.
I have also already got trained prisoners in my prison already, so I know that isn't the problem.

Policy

The Policy Tab is found in the Reports menu, bottom right corner, and is a combination of prison regulation options regarding Discipline and Nutrition. Policy must be unlocked in the bureaucracy screen. All misconducts fall under one of 10 incident categories. Destruction Escape Attempt Attack...

alright, I've managed to do it i didn't have cleared for transfer downloaded, that was the issue, and I couldn't edit privileges but I can now, thankyou for the help

Thanks for this thread. I was also having the same issue and this solved it. Prisoner Architect is surprisingly boring without prisoners working.

I have this installed, I can adjust all prisoner privileges apart from Death Row and Protective Custody.
I'm going to try and unlock death row, and see if that unlocks PC's Privs.

Also, for some reason now, they are not utilising the holding cell :/
