I dont know when it happened and what I did to cause that, however every single day when a prisoner bus arrives, the prisoners do not leave the Prisoner bus, despite the fact that the Delivery area is fully accessible. The only way to get them to leave is by clicking on a prisoner, and then clicking on "Search Cell Block". If Nothing is being done, nothing will ever arrive or leave
