Chiefs... I need your help.

so many prisoners are starving to death.

There are kitchens and restaurants, and there are enough cooks.

but, A prisoner in handcuffs who attacks a prison guard does not go to a restaurant, nor does anyone bring him food.
They stop in place and complaints pile up without doing anything.
A hungry prisoner is treated in the infirmary and stops still to starve to death.
or start a riot.

How can we get through this crisis?

Increasing the number of solitary confinement and prison guards seems to solve the problem after a long time.
As the construction priority level can be raised using Ctrl+left click, it would be better to prioritize the interaction between prisoners and officers.

I had a similar problem when I changed a cell security level while a prisoner was being escorted to that cell.
If the prisoner security level did not match the new cell security level. the guard would just abandon the prisoner, who would be left until they starved to death.
The solution is to reassign the cell to the security level of the prisoner and the guard will pick him up and bring him to the cell.

The same can arise if the prisoner or guard cannot reach the cell for another reason.

To avoid this, try to change cell security levels at night when prisoners are aleady in their cells. the guards will then escort the prisoners to a new cell matching the prisoners security level.
 
When you mouse over a prisoner you get a help popup with the prisoner's outstanding needs etc.. It also lists what is todo with said prisoner e.g. escort to cell, escort to solitary, search prisoner etc.... This can give an indication that you don't have enough of the right kind of cell or solitary.
