I've googled and googled, but I can't find anything explaining what this "Priority" tickbox in the new road management tool actually does. What exactly am I doing to my roads when I set them as "Priority?"

Watch the traffic light and stop sign indicators. Its just a shortcut to change a bunch of those settings all at once so you don't have to do lots of manual clicks.

BUT, it also seems to adjust the timing on the traffic lights. Without priority, traffic lights split their time about 7 seconds on each roadway evenly (on slowest game speed). When a road has priority, the traffic lights seem to give the priority road about 12-13 seconds and only about 2 seconds to the road connecting it. I haven't thoroughly tested it with different road types or whatever, but there seems to be a reason to have it enabled, even if you've manually adjusted the stop signs yourself.

Previously traffic lights have given the green light based on demand (sensoring), and it has timed out after 12 seconds or so if the demand is equal. What you've observed might make sense, but the problem is that traffic lights are severely underdocumented.
