There were a total of 175 eligible provinces (81, 44, 50). 46 times the Printing Press fired in Scandinavia 39 times within the German regions and (30 times in the Northern part) and so 15 times outside of these regions. 10 out of these 15 for Danzig.

There were 8 eligible provinces with green development. Only 2 were chosen by the game. Also there were 18 yellow provinces. 4 were chosen. So, I don't want to believe, that the development can influence this. Especially with things like Bahuslehn, which was chosen 6 times.

I will do another test with a new game tomorrow. I hope, I can achieve a similar situation going Reformed again.

There is no weighting but it seems the initial implementation favored lower province numbers (so all things equal Stockholm has the best shot). This has been fixed internally to be truly random but I suspect it's the cause of any trends you are seeing :)

Edit: As it may not be clear to everyone. Province numbers start in Sweden and then go south mostly. Excepting more recent additions which have much higher numbers.

^ To clarify: every province in EU4 has an ID starting with #1 (Stockholm) and going up to well over 3000. Currently there is a bug that causes a bias toward provinces with lower IDs.

That explains everything I observed. Thanks for the clarification, Trin Tragula! That also voids the second test game for me.

Erm help me guys. I went protestant as spain. Is there no way i'll ever get the printing press? i tried 6 times and all times different swedish provinces got em since they're protestant as well.

It works perfectly for the Protestant side. The problem is, that Catholic (within German regions) and Reformed provinces don't get the institution the same amount too.

Can you reset the random seed for a game?

I don't think Catholic provinces are supposed to have the same chance.

And I don't know if there's a console command or other way to reliably randomize the game. The only way I could think of would be to use commands or a script that triggers a random number roll, and execute 1 additional time for each test, ensuring that no two Institution die rolls could ever get the same roll, since they'd have already been used.

Good to know for the next time around. This time I just had to punish the Swiss for their impudence in taking my printer. :)
