Current in game we have "constant curve of progress". Provinces, regions and others become more developed culturally, technologically, civilizational and infrastructurally. The only form of regression (breaking the curve of progress) is the mechanics of plagues, depopulation, raids, pillage, "nomad agitation" and jewish loans (lost technological points). In practice, however, regression cases are very rare and small (few provinces). But in history we had many situations of regress eg. "carolingian-realms" after Carolingian Renaissance. We also had cases of abandoning the "feudal/urban/pre-modern lifestyle" for "tribal/nomad lifestyle" eg. in Central Asia. Similar elements should have place also in game.
