Primitives reforming religion should change their Tech Group to High American

Instead of needing to border some overseas poor-piss European colony to reform their centuries-old enlightened pagan religion, primitives should be able to permanently reform after passing all five minor ones and then get 20 provinces/100 authority/5 vassal states once more/get all native ideas (so basically, a "sixth" reform).

Instead of getting a sudden tech boost (what is even the reason for this nowadays? You're reforming your religion, not improving your technology), they should change their tech group to High American. They might still be heavily behind the Europeans tech-wise, but they at least have a chance to reach them without silly westernization revolts.

Not sure how this could work with the Exploration finisher CB. Maybe this idea would make the CB highly useless, as a player could finish reforms as Inca/Aztec by 1500. But even then, High Americans being easy prey for whiteskins seems dumb. Maybe the CB could change to a claim to the High Americans' land once the Europeans find them, so there's a menacing CB but only for 25 years.

Based on @Yozul's idea on the main subforum, in a thread about Pacific Northwestern tribes being shit:

(...)

Back on topic though, to make the region in question more fun to play in, the first thing I'd probably add would be some way to reform the government and get out of the primitive status without Europeans being part of it. Maybe some way to eventually work yourself up into that High American tech group that's already in the game, or at least a way to eventually work your way up to something on par with the Chinese tech group.

I wouldn't mind this being a monstrous MP sink, so that you're still sure to be way behind the Europeans by the time you can buy tech at a reasonable cost, but I would like to be able to stay along the North Pacific and still feel like I'm accomplish something.

I don't see why the primitives should get this if other tech groups do not.

"Oh, actually, the end of the world probably isn't nigh" ---> More enlightened than most of the people of the Old World.

The post you quoted offers a more reasonable suggestion, going to a somewhat better tech group, possibly a new one to avoid map reveal awkwardness.

Could work too. As long as it closes the ridiculous primitive gap. Maybe a +50% tech penalty like the Indians would make up for it (it would apply to every American, after all, they weren't by no means at the same levels tech-wise so maybe +50% could work as an "average").
