Primitive buildings don't work

I invaded a primitive species near my starting planet, and found that despite many available jobs in all strata, many pops remain unemployed. I notice that the deficits match exactly with the jobs being created by primitive buildings - it seems these cannot be used when you invade a primitive planet.

I had the same bug and reported it some time ago. You have to destory every primitive building to get a proper captial building.

Thanks for the tip. I was really happy to find such a lovely planet with so many primitives on it to invade, but it just tanked my economy instead. Lol

EDIT: Actually, looks like demolishing all the primitive buildings still doesn't allow me to build a regular capital building.

Capital Replacement is a bug for Machine Empires, Hive minds, Primitives, Fallen Empires, and even Ketlings. Paradox done fudged something up. There are a number of mods on steam that patch the issue using a script, including simply Glavius AI

In vanilla capital replacement works. I think it takes a little while for the event to fire, though.

The primitive buildings can't be used for jobs, and must be replaced. However, the housing building will still provide housing, so you may not want to replace that one.

Does it? I ended up quitting that game because it just killed my very early economy. Might go back and see how long it takes for this to become an option

EDIT: Seems like if you wait a while the planet automatically gets a reassembled ship shelter.
