The main thing preventing new players from getting the game and creating negative reviews is DLC amount and pricing, getting the full experience of this game (or just the one as full as one would want it) is an excessive investment, and i say that as someone who has, except for the radio stations, everything earlier than Airports, so would not even benefit much myself from this suggestion.
Many are willing to fund ongoing development of a game, and pay for the new additions accordingly, but this shouldn"t have to make getting in now a big hurdle.

To fix this, i suggest a change in both how old DLC is handled, and the available bundles.

For old DLC i"d suggest an automatic permanent price halving of every DLC 3 years after its release (probably except radio stations, music licensing might stand in the way of that), then make every DLC permanently free 5 years after its release (again without radio, and maybe having to keep the CCPs at some price still), and ultimately merge the DLC into the base game 6 years after release. That way creating future interactions between new and existing features could be easier as well, as from that point onward it could simply be assumed every player has those old features anyways.

For bundles, while there is the complete collection bundle, it is not actually complete at the moment, missing the things added in the latest update, and 9% is a ridiculously low discount for a bundle a third of which is junk that adds nothing to the gameplay (radio stations). Therefore, i"d suggest splitting the bundle into 3 bundles, one each for feature DLCs, CCPs and radio, and actually making each of them complete up to date, that way people would actually have an easy way to complete their games to the extent they want to complete them.

Both of those suggestions together i think would create a more welcoming new player experience, a more feature rich base game that can be justified to more people, and more good will in reviews. And again, i am saying that as someone who would, apart from the bundle split, not benefit from those suggestions being put into practice.
