I found this other retailer that is selling the game cheaper, how is that?

We recommend that you purchase keys from ParadoxPlaza, Steam or any other major retailers.
I always buy my games there. Up to now, without any problem. They accept paypal, so that nothing really bad can happen. And they have thousands os positive reviews. Not only at google, but from indipendent sites too...The SteamStore is always more expensive, but i think, just for marketing reasons. I know nobody who pays these suggested prices...
All of this still doesn't really explain how these grey markets would be able to get keys for a game like HoI4 before release even. I can see months or years later but how do they obtain them before release? If codes given out as demo's are being sold id track them as a developer and not give codes out to the people who sold theirs ever again.
...Also, I wonder where they get the keys for a game still in Beta and not yet in pre-order mode ?...
If it looks too good to be real (as sales before a brand new game is even in pre-order mode), that not real most of the times...
