- The province modification penalty for religious difference should be tied to the religious tolerance slider and range from 20% to 40%
- A max level trading post should EIGTHER have a micro (smaller than minimal) fort OR be unburnable. In any case, it should have a port if coastal
- All AI nations should increase their centralization by +1 every ten years to keep up with the reforms that any human player worth his salt institutes (could this be reserved for the 'very hard' setting only?)
- Sibir should have pagan as its state religion. This is not too unhistorical and it is the only easy solution for making Russia expand eastwards at hand.
- Russia should be granted Mongol culture in some existing event. Right now Russia even has trouble beating up the Horde.
- the shipyard and frontier bonus be altered according to the land/naval slider (basically, shipyard bonus is bigger for naval, frontier bonus is bigger for land, and vice versa).
- the possibility of inviting the vassal of an ally into your alliance.
- if able, vassals automatically embargo the nations which their patrons embargo.
- give the emperor a CB on nations at war with his electors and give the electors a CB versus nations at war with the emperor.
- you should not be able to re-invite a nation which dishonors your alliance for a year or so.
- Have FINE ART ACADEMIEs add 8 per month to stability investments, instead of 5. Monarch ratings are doubled when being applied to stability, so it seems like it should be "cheaper" than other investments.
- Patron nations gain a temporary CB on a nation that DOWs their vassals.
- The manpower output of a given province should be more closely related to its population. Right now a province of 200,000 and 1,000,000 provides the same amount of manpower.
- If the vassal-improving suggestions are implemented the BB-penalty for annexing should be EVEN HIGHER than it is now.
- Inability to march across straights (like the one between Sicily and Italy) when a hostile fleet occupies the sea zone.
- Tech group changes:
Morocco, Fez, Algeria, Tunisia, Tripolitania - from moslem to orthodox
Mexico, Haiti, Colombia, Brasil, La Plata - from latin to orthodox
Nubia - from exotic to moslem
Serves to help Russia, OE. Makes OE stronger vs. Mameluks. - To hamper the tech race the percentage restrict the % of your income in that can be invested in each field. This could be governed by infrastructure slider each level giving a increase of flexibility.
This would also serve to help the AI which cannot move its investment sliders.

(stability should be exempt from this) - When you extend a loan the rates sky-rocket. If, instead, you take a new loan and pay the old one you still get the small rates. To say the truth I don't see why the rates schould go up when you extend a loan while you have the ability to borrow more.
- Link of naval support limits to Building Capacity instead of the number of ports.
- At any difficulty level, declarations of war should no longer add stability after you have passed the BB cap.
