It's certainly a policy that I would never have thought of, but first reading it in this thread I thought 'that's pretty cool' not because I'm anti-homo (i'm quite the opposite..Darling), but because it gave an insight in to the level of control one can exercise over their city. Other policies mentioned here would also throw an interesting dynamic in to the game. Got a crime policy? Enact a guy ban, enforce a curfew, zero-tolerance policy, mandatory punishments. Then see the overall effect on growth, jobs, public attitudes.
But hearing that paradox has said, 'scrap them' makes me wonder what other elements that add depth and complexity to the simulation, will also be removed.
The feedback from the videos released so far has been (IMO) very positive, and so long as the game is far more functional than CIM2, then why not include as many tweaks as possible.
Yeh you could argue that it's not fair or conducive to equal opportunities, but demolishing someone's house at a whim because you want to put a freeway in isn't fair either.
The world we rule isn't a democracy, they're minions who will do as we ask and pay the tax rate we tweak with on a daily basis without judicial oversight or community consultation.
Gay marriage ordinances should be included as part of our rule.
