Okay, now with 1.5.0 out, I could finally check again if I was right.
The one predender event is pretender.1. It has been updated for the New Authority system.
But it is not doing anything besides installing a new, Random Ruler of the Primary Species
No new Countary. No Split of the planets. No further events triggered or Flags set. Nothing else in that file. Not even supremacist pressure for a random species leader.

Executed is the whole thing "on_leader_death", same with madate.21 (that will propably check if the mandate was fullfilled).

My heir is a faction leader in my current campaign, so this isn't strictly true.
That is very interesting indeed. I was wondering if Heirs could become Faction Leaders. That would make Imperial quite a problematic thing from time to time.
FYI, I noticed that a Imperial ruler can not become the leader of a Egalitarian Faction. But there is nothing about the Heir being unable to do so. So better supress that Faction deep.

I am not able to idenfity the File in wich the Heir is generated. However I noticed that the Authority type seems to be tagged with "uses Heir". Wich could imply some hard code is creating the new ruler.

Would be funny if the ruler Formed teh Authoritarian Faction. And the Heir the Egalitarian Faction. "He was always such a rebel!"

If the Ruler is the leader of a Faction, Faction atraction is multiplied by 1.25 and Ethics Country Atraction 1.5. It was fascinating learning how those 2 things interact (I wrote it on the wiki).

Yes. There was a chance of them happening if there wasn't an heir, the problem is that there was a daily chance of 5(?)% that a new heir would be selected so it never actually happened.

I remember this from the early days, but you get a heir near instantly so there never actually was any kind of civil war.

To my knowledge nobody has ever actually seen it happen, which makes me question if it even exists as a mechanic. Could just be someone forgot to edit a tooltip after a planned mechanic was scrapped.

Is there a way to modify code so that the Pretender Civil War has a greater chance of happening?
Let me repeat:
The Event is still there but it does NOTHING but give you a new Ruler.

I see. Well this stinks. A pretender civil war is an excellent feature but I guess the devs accidentally forgot about it. Not bashing Paradox mind you but it is a shame that this was forgotten.

I hope they fix it in the future.

No fear that factions will enforce their will upon you without a civil war I presume, due to faction leaders being unable to become Monarchs. Maybe they got some other bonuses as well.

Perfectly though, they should have easier time beating up unwanted factions and an ability to train their heirs, and I hope those features get implemented eventually.
Not true--your heirs and emperors are perfectly capable of joining factions and exerting their will over you.
