Prestige from development by Missionaries

I'm playing as the Ottomans, and I'm deciding which Great Project to work on. There is a Mosque in what was Constantinople, and one of the benefits from an upgrade is that I would get Prestige from "development by missionaries," but I have no idea what that means. How can you assign missionaries to develop a province?

You get prestige when you convert a province scaled by development, that gives you more prestige.

The Sultan Ahmed Mosque gives a bonus of an amount of prestige per development of the converted province whenever a missionary converts a province to your state religion.

It's the same principle as the age bonus during Age of Reformation.

"Prestige from development" by missionaries, not prestige from "development by missionaries."

Basically the higher developed the provinces you convert the more prestige you will get from converting that province.
