Playing as Lancaster I have a icon at the top of the screen saying I can press a claim. However I cannot figure out how to do so. Do I need to send my Chancillor to fabricate? IF so why the icon. What am I missing.

You can declare war on whomever holds the county title in your de jure duchy. Go to the diplomacy options for the character who holds the county title. Either the declare war button will be click able, or it will be gray. If gray it will tell you what conditions you don't meet.
Also you can declare war to the liege of the count based on that de jure thing. You wont claim the county for yourself, but as a new liege for the current count.
