The query is:
If you are an emperor, you can not declare a de jure claim war for a King. Is this WAD or an oversight?
As Emperor, I can press de jure claim for a Ducal level character(not my direct vassal), or myself - if the target is de jure of my empire:
I can press de jure claims for ducal level character(not my direct vassal), if the target is outside of my borders:
I can not press a de jure claim for a vassal King, on a duchy completely controlled by another independant realm:
Some might say that it is the Kings responsibilty to take his de jure lands back, but as his liege I am also obligated to ensure he has control over all his lands. Also if I was to Implement Absolute CA, he would not be able to press his de jure claim, so if that is the reason, I would suggest that a condition be added that allows king de jure claims to be pressed under Empire absolute CA.
Or whatever you guys think.
