Opening Statement

(BEGIN TRANSMISSION)

Thank you for coming. I understand that given today's events, this may not be the top story on people's minds. However I thank you for your attention and hope this will not get buried amid the fallout of the ERA bombing.

The ERA and the Lion captured headlines and spread terror through our streets. Lives were lost, including those of a great public servant, my friend Elijah Hamilton. We all pray that the Lion is apprehended soon and brought to justice. However the threat posed by the Lion is not the only one that has been threatening the people of Eutopia, it is only the most publicized.

In recent months there have been some unexplained actions by the government. Some of these have drawn criticism from the general public. Given the limited amount of information that was provided at the time this was perfectly understandable and no one should be faulted for questioning these actions. However, at the time we explained that there were perfectly good reasons for some of the government secrecy, and that they would be revealed in due time.

That time is now.

Ladies and gentlemen, about 6 weeks ago the government received an anonymous tip that a coup was being planned to topple the government. This was discovered while I was serving as interim MILE before the current MILE Jacob Lundgren assumed office.

Routine investigation pointed to one or two high-ranking members of the government. How far along they were in their plans and who actually belonged to this conspiracy was unknown. It seemed unbelievable that trusted public servants could be planning so treasonous an act, but if that was possible then there was no telling who could and who could not be trusted. That being the cast, these matters could not be discussed publicly.

A secret investigation, utilizing Eutopia's Security and Analysis Wing of our law enforcement authority, was initiated.

Soon, suspicious events within the military triggered the involvement of the MIDA. The President was notified of this threat as well. Also, ENDTech was seen as a potential target for conspirators seeking weapons and its president was also alerted.

More information came to light and it became clear that a real armed insurrection was being planned. Perhaps not the coup originally feared, but a clear and immediate attempt at armed revolution. The target of this revolution? The WET.

A mercenary invasion of Eutopia had been launched, aimed at the WET. Immediately a challenge arose, how could Eutopia prepare to meet this threat head-on without revealing our knowledge of the conspiracy and allowing those involved time to flee or cover their tracks?

We had a difficult decision to make: to reveal what was known or to try to capture the conspirators in the act.

Fearing hostile surveillance (We all know there are few real secrets in Eutopia, even in "private" meetings) these matters could not be talked about openly, yet the government had to be alerted. More members of the government where informed, and all were given a specific code in which they could speak. A secret meeting was held, allegedly to talk about a smuggling crisis. Even though this was secret, ahem, knowledge of the meeting and what was discussed was soon public. Luckily, by speaking in code key elements of the discussion remained secret.

Up to this point, our investigation had revealed several bits of information that had seemed to implicate MILE Lundgren as a co-conspirator. However, it is at this time that, through extensive questioning we were able to dismiss this evidence as false clues planted by conspirators to throw us off their trail.

MILE Lundgren authorized security measures within the WET and through the nation's coast guard to help foil the armed insurrection and to hopefully disrupt the schemes of Eutopian revolutionaries already in the WET.

Once it was clear that Lundgren's involvement in this treason had been manufactured, he was made aware of the investigation and the threats posed. He was been an invaluable leader in not only helping to foil this treachery but to preserve and maintain order in the WET.

The coast guard was not needed however, as our back-up plan, the involvement of the United States Navy, succeeded in intercepting armed mercenaries heading for our shores.

These mercenaries have been detained and interrogated as prisoners of war. At the end of this press conference they shall be turned over to federal authorities for whatever charges might be drawn against them, and for questioning by international authorities.

Did your government successfully disrupt an attempt at armed revolution? Yes.

Has the danger to Eutopia passed? No. There are still those who would seek to overthrow the authority of our government by force of arms.

Why is this information being released now? With recent security leaks in the WET and the difficulty of maintaining secrecy, it was finally decided that the conspirators were likely aware of our counter-revolutionary efforts. As such, there was no longer any pressing security reason to keep things from the public. Also, public confidence in the government, which had been working to protect the people, was at an all-time low. Even though it may be more efficient to continue to work in secrecy, it was decided that for the good of the Republic, these issues should be aired.

What are the next steps to be taken by the government? That depends upon the will of the people and the decisions made by the President and his cabinet. As Deputy MILE I have completed my investigation and leave the decision on how to proceed to my superiors. I am happy to cooperate with further investigations, but it is for those who were elected by the people, our president and members of parliament, to decide how to proceed.


CAUTION: Several Eutopians will be mentioned by name and private conversations (made in public places or recorded on audio or video tape) will be submitted in this report.

It is my purpose to publicly report the evidence uncovered by the investigation. This is not a trial. This is not even a call to arrest anyone. Those decisions will have to be made by someone else, not me. And anyone the government does arrest should be given a proper opportunity to defend themselves before any judgment is made.

The Beginning of the Investigation

The office of the Interim MILE received anonymous tips concerning a coup de'tat planned by high ranking members of the military.

Though several high ranking officers were suspected of being involved, one was brazen enough to act openly: Lt. General Dan Hartwell.

This information was shared with the President and MDIA and a formal investigation was launched. Below are the relevant documents:

The Topa recruited by Hartwell were followed. And this is where the MDIA became involved. Unfortunately the MDIA security interfered with our attempts to capture them in the act of committing a crime, but the MDIA was acting only to protect Eutopia's weapons depots.

We do not know who provided the tips to the MDIA or the Gazette, but they may have met a cruel fate.

Following the loss of the weapons, investigative efforts were increased. Hints also came about South American arms. Minister Lundgren, who was just getting ready to assume his office is noted for having several arms-producing facilities in South America, notably Guyana. These were followed up, as well as the investigation of others who might be tied to the coup.

Lundgren turned up clean, to the relief of the many members of the government who had worked with him as Speaker of the Parliament and in other capacities.

We suspect that attempts were made to falsely suggest his involvement. After some extensive questioning, we were ready to bring him up to date on the investigation.

Before we could, however, the insurrection was launched.

As previously mentioned, an emergency crisis meeting was called, and using code words, everyone was briefed on the investigation and the imminent invasion. Actions were decided upon, and a counter-offensive was launched.

Minister Lundgren approved the use of the coast guard to intercept any invading ships and also approved the rotation of police officers around the nation, so as not to tip off anyone specifically if it appeared to be a routine exercise, but for the purpose of removing potentially rebellious police from the WET. This again reaffirmed his loyalty to Eutopia.

Before the coast guard could act, however, out back-up plan was engaged, and the mercenaries were intercepted by the US Navy.

Meanwhile Back in the WET

News of this magnitude could not be contained and while we continued to interrogate the mercenaries, there was reaction in the WET.

News from Farpoint, Police Halt Rotation Removal

Things have calmed down in Farpoint, though the economic reports show no future signs of improvement as lumber mills continue to shut down. Protesters outside the US base have gone home except a few police officers on duty.

Earlier this week, however, Police assigned to WET by the central government refused to leave when ordered. The Central Government ordered (through an unknown office) a full rotation of police forces from the Latin Provinces to move to WET. While the Latin Officers complied, the WET police refused to abandon their posts in what can only be described as a working strike.

So for now, on the streets of WET Police coverage is at an all time high, with more police officers per capita than any other area in EUtopia. The Police Commissioner of WET stated that most of his men wished to stay and continue to help the people of WET, but that he welcomed new officers. There have been a few disputes in training the Latin officers to Territorial laws, especially ones that have been enacted by the territorial and city governments since the Naval Reserve incident.

Meanwhile, police coverage is lowered in the Latin provinces, but given that the draw was across several provinces... while strained to its limit EUtopia's police force is still on the beat.

Farpoint Council votes to negotiate with American Naval Base

In the aftermath of the revelation that the USA has intercepted a military force bent on assaulting WET's capital and the Mayor's office; the Farpoint Council and the WET Territorial Government has jointly issued a statement saying that they will begin negotiations with the Naval Reserve, and expressed a curt thanks.

Recently Topan Milita guards and the original Police Officers assigned to WET at City Hall have been sporting what look like EUtopian Military issue fully automatic weapons. Newly rotated Latin Officers do not seem to be carrying them.

A Suspicious Series of Statements

During this time different actors in this drama continued to play there roles. In my opinion, some rather clumsily. I submit these recorded statements from MDIA security cameras of Lt. Gen. Hartwell.

Please remember that all those questioning Hartwell at this time have seen the SAW reports, witnessed his recruiting of the Topa, their subsequent arming by raiding the depot, etc.

Please pay particular attention to the statements about the sudden need for a new military exercise, so soon after the exercises held by former MDIA Gorranson.

The first matter concerning the audio tapes. Unfortunatley I ordered the tapes destroyed as they contained no useful information.

The second matter concerning military exercises. I believe that another series of exercises ae required. Admiral Tulp concurs. An exercise would be extremely useful in demostrating the deficientcies of our armed forces, this information could be useful in wrapping up the MRC.

It is, in fact, a crime for citizens to bear military caliber weapons and to form private militias. If these are not typical private weapons then perhaps we have cause for action? Especially if they appear to be stolen.

Well, the Mercs really don't know anything much at all; they got a telex with an electronic transfer of cash, and instructions; very detailed instructions, and a will to kill off new recruits to make it look realistic when Spec. Forces were sent in. I don't know whether it was assumed spec. forces would go in, or whoever wrote their orders specifically intended them to go in.

The numbers of WET police are about normal (ask the Minister in charge of that :confused: ) but there is a sizeable militia deputy force now operating in WET as approved by the WET Council after the base debacle. These could number up to , and take orders from the Police Commisioner. Both appear to be heavily armed now; the weaponry in EUtopian military, examined specimens do reveal that they are from the depot where we were searching for the Topans when all the MDIA forces swarmed the place and blocked our investigation by their presence.

Additionally, WET is the heaviest armed state, and even without modern arms most citizens non-urban have training with primitive arms. It is also the center of the EEP Compound system; they have just claimed the military attacked one of their compounds and defeated them in a skirmish; they are becoming more and more riled up... their numbers are actually quite vast, maybe 8,000 direct compound livers, and more in towns; and are mostly immigrants to the WET.

Also, we believe the Farpoint Mayor has been leaked information regarding the incident at sea.

Where are we now?

So where do we stand? You have all seen or heard the remarks by Commissioner Hightower. Hightower and his men have refused rotation to other provinces. They remain armed with stolen Eutopian Military Equipment as do other militia groups, like those traced to Hartwell.

Hightower himself intercepted our own SAW reports and has seen the evidence we were holding linking the military to the proposed assault on the WET.

To this point, I can confirm all of Hightower's accusations, except:

1)I know of absolutely ZERO pleas made to the MILE by his office.

2) The attempts to link Lundgren to the mercenaries is invalid. While their weapons could have been purchased as one of his facilities, his facilities supply many weapons to customers of all sorts world-wide.

The question for the commissioner remains: How did he obtain stolen military-grade equipment, especially if he claims not to be a part of the conspiracy? And where have these weapons gone? Also, why do he and his men refuse direct MILE orders to transfer to other posts?

One could speculate very serious conclusions from these questions, but that is beyond the scope of this investigation.

Below are the final reports about activity within the WET:



Police Commisioner of WET Accuses the Military of Treason
Police Commisioner Hightower, announced that "the mercenary threat to the WET was over for the foreseeable future," and ordered Police forces and WET Militia to revert to standard weaponry. He then went on to announce that the EUtopian Army was behind the mercenary assualt on Farpoint, and behind forays into WET backwoods territory where they were assualting Eco-Fascist Compounds. He cited first hand forensic evidence, and reports intercepted from the government's Security and Analysis Wing (SAW). He provided bank codes, which this news service, along with several private banks have verified as wiring funds from a secure EUtopian Army account to the Merc accounts. Per Hightower claimed he had to release the information to the public, as repeated pleas to the MILE went unheeded, and he speculated that the MILE was covering up the incident due to the Lundgren Corp. weaponry found on the mercenaries.

Conclusion

CONCLUSION

This is the extent of my report.

I acknowledge there are many unanswered questions. However by making all of this knowledge public we hope to engage all loyal Eutopians, republicans and monarchists, left and right, military and civilian, in the effort to make sure that justice is done.

We face heavily armed private militias in the WET.

We face Eco-Fascists that have already skirmished with government officials.

We have direct and documented ties to at least one member of our military to these treasonous events, and this must be accounted for.

We have several other individuals whom have engaged in suspicious activities, but they have been left out of this report.

The issue is now in the court of public opinion. People of Eutopia, you have the results of the investigation before you. I am officially turning it over to the MILE, the President, and the Parliament.

I will answer any questions as best I can.

I just want to say a few things. Josephus, your ignorance and lack of faith are well noted. Anyway, I will not waste my time by sinking to such levels of insults, as unlike some people, I have a life outisde of insulting others and fanatically pushing dead ideals. Anyway, I have been in my office making important calls. I don't work the stand most of the time, but I wanted to be out for the opening day. I was not informed of MORE THAN HALF of what the good reverend has just unveiled. What the hell did you want me to do anyway? I can't command the police, and just throwing around the military would come under extreme criticism from yourself if I recall your ranting correctly. Perhaps you would have liked to me to purge half the country for conspirators and kill them all. Would you have stepped behind me in support if I went around launching all sorts of inquisitions? As I have said many times before, most of my work is done behind the scenes for several reasons, including that whenever I use my power for anything a torrent of insults pour out from all corners the political spectrum, and that the ministers are usually better equipped and informed to deal with the situations. I'm an administator! I administrate! It's my responcibility to see that everyone knows what their job is and does it and to help them along whenever I can. It's not my fault if you fail to understand the concept of letting other people do things, as you seemed to take most of the positions for your party until very recently.

I can answer that. At first we were unsure of who was the "villain". Once we confirmed who it was, I recommended to Hartwell that he go to Iraq to check and see whether we should send peacekeepers. He refused--would you accept if you were leading a coup?? Before I could order him to go to Iraq--where he couldn't communicate with his conspirators and where the Americans could watch him--he went on his own accord.

We were indeed trying to get him out of the country, and eventually succeeded (temporarily).

General Hartwell is currently in EUtopia. He is no longer Deputy Minister of Defense. Once he is arrested, I will consider relieving him of his military command altogether.
