I am playing Belgium and its 1900. i am a Presidential Dictatorship and have been for many years. The militancy rates for much of my population is rising rapidly so i tried to become a democracy. I have universal suffrage, all political parties allowed, public meetings on etc and it works I become a democracy.
BUT another window comes up and im back to presidential dictatorship so I change the constitution again and again and it keeps turning democracy but then a month or so later turning back to presidential dicatorship. HELP ME MY MILITANCY RATES ARE SPIRALING.
