If i start in an galaxie with just 3 other FTL empires but set other empires i created as "forced to spawn" will they be pre FTL nations i can evolve into space or will they just not appear ?

Ai empires in galaxy setup did not affect pre ftl species, so yes they are in. Your force to spawn will spawn too until your max empire in galaxy setup is reached, but again pre ftl are not counting for this setting, if you want your forced spawn to be pre ftl answer is no, that's entirely not possible to have, there is no way to specify how much and what you see as pre ftl species, don't know what's with mods but i don't think so too
