Should be soon, and I imagine they will have the Soviet Sprites and/or music. But seeing how the music is apparently more Soviet I imagine both.
I thought about waiting for Steam to open up their preorder floodgates, to see what sort of spritepack they offered. I've bought quite a lot of games through Steam. But then again, I figured, I mostly play with the Germans anyway so the GG deal suits me best either way. And besides, I can always add the other spritepacks via GG and their blue coins. 
Whats the point of pre-order on a download site? They are not going to run out of copies. It will be available when its available and you can download it then. Simple as.
Extra goodies? Also, there is possibility of pre-download.
Edit. It also warns service producers that there is going to be massive crowds of people downloading the game on the first possible second. This gives them time to prepare.
Steam usually lets you pre-load, that way, you canb immediately start playing as soon as the clock ticks over to 00:01 on the 7th of August, and there will be no problems with severs crashing or going really slow because of the load.
Plus with pre-ordering helps warn the conetnt host how mnay people are going to download when it comes out or goes up for pre-load, so they can prepare lol.
