The main reason was that the game needed heavier DLC than Paradox was willing to bother the customers (e.g. us) with.

It could be dangerous, Paradox might have change things inside the files since the demo, so I don't think it's rewarding enough to do this.
Game size isnt that big, so i doubt release is going to collapse Steam servers. Download speeds should be normal.

I don't think moving to another country is really an option for most people, nor is it a legitimate decision based on the speed of downloading a game.
I also don't get how you can download the game in a couple of minutes with any connection, unless you have a lot of money to burn for internet services.

Well, i get cable TV and 100MBts internet under 20 USD. I live in third world(Ukraine).I don't live anywhere near a desert.
