When you use the arrange marriage option for a character, sometimes they agree to it eagerly and sometimes you have to pay to have the marriage go through. Sometimes the costs are small (a few dozen gold), but sometimes they are absurdly large (25% of a new wonder!). If it triggers the cost, then you don't have to agree to it, but it does cost 10 political influence to cancel the proposal. Is there a way you can tell what the outcome will be? I just dropped to -30 PI out of nowhere trying to marry my 16 year old daughter to one of my bachelor governors :/

It's based on the loyalty of the house head of the house you're trying to marry into, or age disparity between the characters - especially true when you try to marry off older female characters to younger men. It's not random.
