I had stalled out at 5/6 in my Precursor chain. I then started a unrelated war with a couple of my neighbors. During the war I had an event that told me that on Precursor anomaly was back on a world I had already explored. I then found another anomaly in the regular manner. The upshot is that I am now at 7/6 (!) for the chain, and it won't end.

What do I do?

In a related question, it is possible that during the war I received a message about an anomaly that I was to busy to properly respond to. Is it possible to find a discovered anomaly without clicking on every system in the galaxy?

Going over the 6 anomalies shouldn't be a problem. I found 7 Cybrex anomalies once, simply because I hadn't bothered completing the special projects.

As soon as I did the home system spawned. Check your event log; all the outstanding events should be there.

I have experienced a different bug, where after reaching 5/6 with the Yaht and "new" discoveries spawn, they are actually for a different set of precursors (First League) and the event log does not update at all. I got to 2 of the new discoveries before giving up.

As far as I know, you can have more than one precursor chain happen? At least, I've gotten the start of more than one twice.

Only if you finished the Anomaly and the Special Project the anomalies spawn (on success) should these be counted for the Event Chain.

Highest I got was like 9 or 10 First League Projects. Just never finsihed them.

They should be locking out agaisnt none another. The starting event is actually randomly on a "On Survey Complete".
Once had it start 40 years into the game. And once literally with the first planet in my home system suveyed (a gas giant).

Doesn't make sense that they'd lock out against one another, each precursor is from an entirely separate time period.
It does make sense. Having too many quests like this just becomes:
a) Confusing
b) Risks never getting finished with one quest, because you keep finding the anomalies for the others (dangit).

Keep in mind that pre 1.4 getting stuck even on one Precursor chain was common. Simply because you ran out of Space to Survey. The new Anomaly spawn chance does aid that.

Do you have vassals? If you have vassals sometimes you can find their precursor events. I did a bug report a couple of weeks ago, but it is kind of low priority for the Devs, or at least I assume it is. I had the Cybrex and then found the Yuht and First League from my vassals.

A little icon appears next to the star system on the galaxy map.

Sometimes it doesn't, toggle the info display off and back on and fiddle with your zoom level.
When you pan the Camera, drawing of hte Anomaly icon does not work. A quick way to toggle the display on/off is by tapping the key (Default: Alt)

I see no reason to lock it out.

I wonder if the on survey complete is an open point, since I nearly always run with 2+ survey ships active at any point in the game until everything is explored.

It is most definitely locked out for you. You can only be on one quest. That does not mean the other Empires (even AI) might not be on the same quest or one of the other 7.

Well, I don't know what to say, I've had games where I saw two chains. I've seen games where I didn't get a chain.

Your belief does not trump my experience.

The "reboot" Precursor events only have happened after the latest patch, after which we were supposed to be able to "discover" new anomalies inside our own territory in order to complete the Precursor chain. That's never actually happened for me all the way, as in the above case where I reached 5/6 then I got a new chain. Even if the vassal thing is a reason for this happening, it still seems bugged. I've also had repeated notifications of a Precursor anomaly spawn on an identified (inhabited) world in my empire, only to not have it ever appear on the map. Hopefully the Precursors will get tweaked (again) for the next patch.
