So I'm playing on the beta 2.2.5 patch and I've noticed in two separate games that the AI seems to love it some precinct houses. In the first game I was playing a tall empire when the War in Heaven started, so I set a number of my more recent sector acquisitions to automated and gave them a bunch of minerals and energy to get themselves situated. About halfway through the war I checked and saw that each planet had at least three precinct houses on it no matter what the sector had been set to try and specialize in. When waging war on the awakened empires' planets, I noticed that both empires had prioritized precinct houses as well on their core worlds. Again, each had at least three.

In my second game, I played as a criminal syndicate on a 600 star galaxy with all 18 other empires set to have an advanced start. My reasoning was that this would allow me to set up some bigger branch offices earlier. As I'm playing, absolutely every capital world I encounter has three precincts on it, and worlds being built up also prioritize precinct houses. And this is before I set up my branch offices there.

Stellaris, I love you dearly, but AI empires are literally destroying their economies to establish these precinct houses, often before any other building is constructed. I've had empires expel their own population in emergency because they can't employ their worlds' populations because all they build are precincts. I would send in a save for these empires, but I played on ironman, so I have nothing for the first campaign. If saves will help, I'll send them in for my second one.

And now I've typed precinct so much it doesn't even sound like a word.
