So, pre-sentients breed like rabits. This was fine on the first world I found them on, a 25 tile behemoth... but then, later, I found them on an 11 tile planet, and they'd taken every piece of single non-tile blocked land. Since there's no way of interacting with them, or with the tile blockers, before colonizing the planet, and there's no way to colonize because there are no empty tiles to land on... it seems like a little oversight!

Isn't it possible to uplift pre-sentients without a colony on their planet? I'm sure the planet just has to be inside your borders to uplift them. I did it this way with my cockroach earthlings. I wouldn't have been able to colonise the tomb-world-earth anyways.

I did it this way with my cockroach earthlings. I wouldn't have been able to colonise the tomb-world-earth anyways.

Yes, it's possible. The only requirement is that their home planet is inside your borders. When you go to Species list -> Empire, they should appear there if they are within your borders. If you can't reach them, you can simply build a frontier outpost in their system and take it down after a few months when they become part of your empire once you uplift them.
