I just realized that the release version has a lot more stutter than the pre-release version. I got the game 2 weeks prior and have been playing/recording videos. Went back and checked them and the stutter is almost imperceptible. On release day, the game downloaded a small 50MB patch. And now the stutter is significant when panning or zooming while unpaused. Just thought the devs might find it useful.

The guy had the pre-release. He was able to play without stutter. Release day, game downloaded a micro patch. Now he has stutter.
That's weird and has could have something to do with the launcher. (When you start the game without it, it is somewhat better, lol)
Yes, it has been baffling. While my stutter is a lot lower than what some other people have reported, it is still a tiny bit annoying.
Digging a bit deeper, I found that the CPU is maxing out at 100% several times a second (can only be seen with special software, normal windows apps like afterburner or resource monitor will average it out over the course of a second and it'll show maybe 10% to 30% usage). This is for a 4790k @ 4.7 Ghz.
This shows it over 1 second:
This is over 0.1 seconds:
This is over 0.01 seconds and it is maxing the CPU out and likely causing the stutter!

Well, in a way, that's good news, because if they recently had a non-stuttering version, it should be relatively easy to get rid of the stutter.
Depend on what they changed, it could be something important and the solution may be far more difficult than just reverting what they did or something like that.
Alt-tabbin out of the game and my GPU is at 80C. First game that managed to break the 72C mark for me. And yes, the stutter can be seen all over the place, this is why we usually get day 1 patches. Not this time though.
