It will just be more portraits to choose from when creating your species. It won't affect any mechanics or change the looks of your ships or anything else. Just the portraits

Yeah I'm pretty sure there will be! There is a lot of content that has to be made for that though so I'm not sure how often we can do that ( dlc is not my area though and there might be plans or blockers that I don't know about )
