There are 80 Ethos combinations and 15 starting governments. (Making for 412 unique starting Ethos-Government combinations, if the information on government restrictions on the wiki is correct / still up to date.)

The game ships with a few pre-made empires, and you can create more for use by the AI. (Set to Always/Sometimes/Never appear when creating a new Galaxy.)

There are (currently) about 20 AI Personalities. How are these AI Personalities assigned? Is each Ethos-Government combination always tied to a single AI Personality, or could they be eligible for more?

Can you see what the assigned AI Personality is for a pre-made empire before encountering it in-game? If it's eligible for more than one, can you set it yourself during creation?

Each ethos combination has a set of valid personalities. So a Hegemonic Imperialist attitude might be valid for Collectivist, Militarist, Xenophobe or for Fanatic Militarist, Materialist, etc....

You can see nothing about an empire (AI or human) before encountering it ingame (unless you use console cheats). I doubt it is possible to select which AI personality other empires will have.

Are we sure? I mean, your example is correct - Each* AI Personality has multiple valid Ethos-Government sets. It has to be so, since there are more Ethos-Government combinations than AI Personalities. But that says nothing about the inverse, whether a specific Ethos-Government is eligible for multiple AI Personalities. I expect it to be true, but I don't think we have confirmation yet. (Or do we have a developer quote, or a set of screenshots with the same Ethos-Government, but different Personalities? I might've missed something.)

Well, I certainly hope that's not the case. If I create a Fanatic Militarist, Spiritualist species named ShtickTo™ for inclusion as an AI player in a new galaxy, I'd be somewhat disappointed if they didn't always show up as Honorbound Warriors.

*: Probably not each. Fallen Empires and End Game Crisis probably have unique AI personalities
