How would that even work, exactly?
You download the game, but it's not unlocked. And then you... what? Sell someone the encrypted data you downloaded? Which they then have to break the encryption on to make use of? Just to get a hold of the exact same data they could get a day or two later without going to all that trouble? And they're paying the seller how much, exactly, to buy this encrypted data in the first place? What's the point?
I honestly didn't understood the argument from PDX either. Almost all large AAA title do it (because they are freaking huge by now), so how does that have to do anything with pirating? Or is it more a case of giving out keys to official resellers later because they don't need the keys earlier since there is no pre-load?
I would've understood it more, if they would have just said "Well, the game is only about 4 GB large, so we don't need a pre-load." Of course there are a few people for whom that doesn't work, but generally a pre-load isn't needed for such a small game in my opinion (and I don't have the best connection either).
