Haven't played for a while but came back for Lem update. I used to get the pre curser anomaly within the first few game years, but i'm a dozen years in and it still hasn't fired. I've also taken discovery tradition. Has the pre-curser event changed in some way?
 
Occasionally I've had the go for 12-15 years or so before any pre-cursor has fired. I think they've made some other changes to the pre-cursors (like trying to create a new system closer to the player's space), but as far as I know nothing that would prevent one from triggering eventually.
 
I had similar results with it appearing only in my second decade.
Sucks since that drags out the chain far longer than you would like to.

Do you maybe have one that spawns on habitable planets and haven't found many of those?

Do you have the Distant Stars dlc? That adds two possible archaeological sites that can be encountered in place of precursor anomalies. It's random chance whether you get one of the two archaeological sites or one of the five original anomaly-based precursors.
 
Thanks for all the responses. yeah one of the distant stars pre cursers spawned, the Baol, but the dig site spawned in AI territory in 2215 so not sure this is working as intended
