the event, pragmatic sanction. just hit me in point where you being hit, you will smile out of desperation.
just read thtle of this https://en.wikipedia.org/wiki/Pragmatic_Sanction_of_1713
and date of birth of maria theresa https://en.wikipedia.org/wiki/Maria_Theresa
and you will se what history teachers mostly dont.
the sanction was issued to make sure that lands of (by the time) childless emperor of HRE, ruler of austria, bohemia, croatia and all other places in entire europe, won´t just shatter and divide between relatives (as it happend before)

my idea is to change it this way:

it would be allowed if no heir/weak heir/non-Von Habsburg heir after a ceirtan diplotech (not sure about number )
it would be have as of now made the HRE gender indiferent title
it would make ruler of austria and whatever it may form allways being von Habsburg
it would instantly integrate all PUs of austria, giving them a choice between leaving and being swalloved (AI should say yes to integration if loyal and friendly) if they would say no, they would left when current emperor dies, granting restoration of PU CB for austria
it would give (at the death of the emperor) events to neigbouring countries (i can think of bavarian and saxon rulers´ idea that bohemia nad parts of styria are theirs and prussian taking of silesia, but i am sure there were others) decision that might grant them claims or cores on parts of austria ( ideal would be some core creation discount on those provinces) and CB to take them

if austria is not the emperor by the time for pragamtic sanction, other nations becoming emperors might just get the decision that is now in game

my general idea is to make this reformaion like event that has posibility to tear austria/HRE apart. The wars of austrian succesion were big and blody conflicts that took place basicly all over the world and in my opinion it is a pity that there is no big impact of these in the game.

PS shouldn't change anything about the gender laws in HRE. In RL it never did. The Emperor also couldn't change it that easily. Make gender laws a reform. A goid place would be before ewiger landfrieden to push that back. It should have another name than PS tough.

For Austria PS still shoulb be an event. It was important for AT to become a State, fixing AT, HU and CZ together... so maybe stability or lower revolt risk.

Instant inheritance of PUs would be to strong.

Silesia and stuff was more of an real political issue at the time resulting of the development all the years before. The pther nations just used the politicial situation of inheritance disput.

Pragmatic succession should happen when you enact the reform that disables the elections.
