Was doing regular Syria reconquest against Mamluks who are my rival got 100% peace deal and because there was obviously no humiliate in the deal i got like 9 PP. WHAT? 9 PP for 100% Mams? While some random OPM gets 100 from one one year war against some other random OPM. I took like 20% of their land in one war and it is 9 PP? PP should be calculated based on peace deal war score not based on some random outdated modifiers like "lost provinces in our war". If game will consider 100 war score a "show of strength" and scale everything else proportionally to humiliate what 30PP - it would be much better system in terms of actually acknowledging you ability to project power and not being a paper tiger. Also i think it should apply to both rivals and all great powers you are at war against cause let's be fare: humiliating OPM is nice and all but getting 100% over ANY great power even if they are not your rival is plenty of showcase of your ability to project power.

Try to transfer the occupation of the provinces to Syria and then cede them in the peace deal instead of using return core. That should give you 0.5 PP per dev. I think the PP for returning cores is broken for some reason.

Another bug LOL. OK. But wouldn't it be more AE this way? Anyway my idea has much broader application especially for nonrival GP.

Usually it doesn't make much of a difference. Sometimes the AE for returning cores is higher than the AE for ceding the province. Both get the 75% discount from the reconquest CB. But the AE for returning cores is calculated differently in some way which I was not fully able to figure out in a longer discussion half a year ago.
Anyway my idea has much broader application especially for nonrival GP.
But your whole premise is flawed. PP is not random currently. And you can get plenty of PP by taking provinces from rivals as long as you have them (200 dev gives you 100 PP).

Situation i described was just a trigger to start a conversation - i think this PP for Great powers would be a great change to even it out instead of relying on some bugged? calculations that makes no sense while PP proportional to war score would be much easier to understand and rely on.
