DECLARATION OF THE PROROGUING OF THOSE CHAMBERS ADDRESSED
AND DECLARATION OF STATE OF NATIONAL EMERGENCY
1916
Preface.
We have long stood watch over the Italian Nation- a people forged through troubles under the goodwill of their Kings. Italy as a nation is not a new concept, but the modern Kingdom is only the product of a fifty year state, formed in the vision of King Vittorio Emmanuele II, and carried on by his successors. How is it, then, that so much chaos has befallen our union? Are we not the product of the Risorgimento? Did we not free the Land of God from the Turk? Is it not right to fight a just war? Our heritage has been spurned in favor of instability, but the spirit which guided Italy's establishment has not been lost! We resolve, at the conclusion of this long string of chaos, to to oppose the tyranny of violent mobs, demagogues and traitors and defend the Throne and country from the forces of anarchy and communism. Italy belongs to every man, woman, and child - not the champions of radicalism. We make this declaration in opposition to those criminals who so readily cast aside their King, and the Constitution,, who, after receiving wide freedoms from their Monarch, have chosen to betray him and his generosity. This is not the era of political clowns. This is the era of the Italians, and we shall echo the calls of our forebears-

Provision I.
Noting the threat of communism and the need for a strong stable force to defend the Throne, Country and Italian freedoms of the resolution, it is our provision to prorogue this session, of 1916, of the Chamber and temporarily dissolve this body until such time that new Deputies are chosen democratically. All Deputies are released from their current duties as members of the Chamber, and no liability shall be attached to their persons.
Provision II.
Noting that though the struggle against communism is a long one, it is our provision to merely suspend the Chamber and all of its functions temporarily and that new elections will be held, to their full extent as mandated by the Constitution, in the year 1921. The institution shall throughout the entirety of this period remain a corporation of the Kingdom of Italy, however, it shall cease operations immediately, with all attached offices immediately being subsumed into the establishment of the Kingdom of Italy.
Provision III.
Noting the need for a body to fill the duties of the Chamber of Deputies during its prorogation, it is our provision to call upon the commanders of the Militaries of the Kingdom of Italy for guidance. The organization of these commanders is to be referred to as the Interim Administration, with all duties belonging to the institution of the Chamber of Deputies being passed to it. This new body shall recommend the candidacy of the Lord Protector to the King of Italy, to stand in the stead of the current position of Prime Minister.
Provision IV.
Noting the need for an individual to act as a central leader and Head of Government in this same period, it is our provision that the Lord Protector shall be appointed by the King of Italy upon the nonbinding recommendation of the Interim Administration every five years, and shall be their leader in all matters and affairs of state, as well as to lead the nation in those times when the Interim Administration must instead fulfill their roles as commanders of the Militaries. The Lord Protector and the Interim Administration shall hold the obligation to assemble plans of state, including those belonging to the various agencies of the Monarchy, with the exception of the Ministry of the Royal Court, which shall be granted always to the Lord President of the Privy Council.
Provision V.
Noting the need for an established political infrastructure, it is our provision that all agencies of the current establishment shall be maintained. In addition, all agencies belonging to the Kingdom of Italy prior to 1884 shall be reestablished, excluding those in direct contradiction to our inclosed provisions.
Provision VI.
Noting the need for a body to operate in accompaniment with the Interim Administration, it is our provision that the Senate of the Kingdom of Italy shall return to its historic organization, with all Senators appointed by the King of Italy. In addition, the Senate shall be granted the ability to propose matters of importance to the Interim Administration. Senators shall be appointed for life, and there shall not be a limit on the number of individuals who may serve as Senators.
Provision VII.
Noting the need for a continuous presence in the Administration of the Militaries, it is our provision that the position of the Commander-General of the Kingdom of Italy be established, roughly in correlation with the current institution of the Chief of General Staff. The Commander-General shall be entitled to a position on the Privy Council and he shall be the highest commanding officer of the military, to be appointed, in addition to the Lord Protector, by the King of Italy on the recommendation of the Interim Administration. The Commander-General, however, shall operate indefinitely, at the leisure of the King of Italy
Provision VIII.
Noting the need for sources of employment for the Italian people, it is our provision to ensure economic freedoms within the Italian state by allowing all corporations to retain their current assets, in addition to abolishing the current system of monopolies, with all corporations hereby granted the opportunity to operate in all states of Italy.
Provision IX.
Noting the call of the Italian People for a representative, universally elected government beholden to upholding Italian culture as well as assuaging their plights, th
e Interim Administration pledges to restore general order and poll the opinion of the Italian People on the subject of Universal Suffrage, so that the elected Parliament of 1921 may dedicate itself towards the establishment of such Universal Suffrage.
