Character Bio: Born a bastard to a poor family in Malta, he was denied formal education and instead was forced to receive individual tutorship, and began to have an interest in reading, especially in the classics. Later in his early years his father left his mother and his mother died due to an illness, which left him an orphan at the age of 13. A few years later he became a clerk at an import-export firm, which traded with the Kingdom of Sardinia. As a result, he was required to learn to speak Italian fluently, and began to do so.

Afterwards he expanded his interest of reading into writing, and desired to leave the small island of Malta for somewhere else. He worked hard to get into a university in the nearby Kingdom of Sardinia, as he grew to love the country following his job at the import-export firm, as he was allowed to visit it once during his tenure there. As he impressed his adopted parent and the local scholars with his writing ability, he was allowed to study in the University of Cagliari. There he began his studies in law, with the goal of becoming a lawyer. However, reading about politics, especially British politics during his education in Cagliari made him very interested in politics in general, however, as the kingdom of Sardinia was an absolute monarchy, he was not able to participate as a commoner. Therefore he remained set on a career as a lawyer.

However, many years after his graduation, a parliament was established in 1831 and Alessandro began his venture into politics with the goal of becoming a full-time politician. In terms of politics, Alessandro is in favor of a British style monarchy and supports a strong government in most matters, including financial ones. He also supports the extension of the suffrage and the abolishment of serfdom in the Kingdom. Therefore he was drawn to the newly formed La Sinistra party, and joined it in a heartbeat.

After the Napoleonic wars, he was granted the County of Annecy by King Charles Felix in 1817. He died in 1830, leaving all of his possession to his son Maximillian.

Maximillian is fluent in five languages including French, Italian and German, and has an intrest in expanding and making industry with the coal in Annecy.

After talking it over, Nodscouterr and I have devised how regionalism will work, since it now seems very likely to pass.

How Regionalism Will Work

Simple Terms: More regionalism makes you more likely to win some seats but less likely to win a lot of seats.

Every party will have a regionalism % between 0% and 100%. This % will determine how many constituencies that the party is competitive in. A 0% regional party is competitive in all constituencies. A 50% regional party is competitive in half of all constituencies. A 90% regional party is competitive in just 10% of constituencies. A 100% regional party is competitive for just one seat. A party starts with either 0% or 100% regionalism and can alter regionalism by up to 10%/election, meaning that regionalism builds and fades slowly.

Your party's PP is divided over the constituencies your party is competitive in. IE: A party with 100 PP overall that is competitive in 5 constituencies has 20 PP per constituency, while a party with 100PP overall that is competitive in 50 constituencies gets 2 PP per constituency. The party with the most PP wins the constituency.

Or, to put it in simpler terms, more regionalism concentrates your PP, making it more likely you will win seats but decreasing the number of seats you can win.

If a party has at least 10% regionalism, they'll need to pick which regions they're competitive in. IE: A party might be competitive in Sardinia and Piedmont. This determines where the seats you're trying to take are. The higher your regionalism, the fewer places you're competitive in.

In the case of regional overlap (two or more parties competitive in the same region) and an uneven seat split, the seats go to the party with the highest number of PP first assuming noncompetition. IE, suppose:

In Region X there are 10 seats
Party A has 5 PP/seat over 5 seats
Party B has 4 PP/seat over 4 seats
Party C has 3 PP/seat over 10 seats

Then 5 seats go to Party A, 4 to Party B, and 1 to Party C. In other words, the ambiguity breaks against the party or parties with the lowest PP/seat.

Ties will be broken by even splits and coin tosses.

If there are some seats no party competes for, then they will become independents.

As a result, we must seek to increase our military capabilities through other channels; at this time, that means bringing civilization to the Tunisians and saving them from domination by the detestable Turks. Once we are strong enough to take on the Italian states and their powerful friends, we will.

I find the jingoistic and destructive rhetoric of the Carbonari whom have infiltrated our administration and military deplorable. What right do they, or the Kingdom of Piedmont, have to tear apart in this region, and torch the stability that the Congress of Vienna has created throughout Europe, merely for the sake of Jacobin nationalism? Rather than defend the King and State, Vitali wishes to burn this peninsula from the Alps to Agrigento to appease the whims of that known criminal, Mazzini. This man should be stripped of his position, or at least receive some of the King's discipline for his clearly provocative, and near treasonous, public statements.

Sir, I understand your pain; having our great people fractured and divided is a shame upon this fair peninsula, however we must prove we are worthy of leading an Italian nation, and civilising the peoples of Carthage is a fine way to show that. Once we have conquered this province, we must advance and take the other provinces of Mauritania and Aegyptius, then Mare Nostrum will be restored. After we have proven our prowess in battle, and our ability to rule: the Italian People will join us, and uniication will be complete. These are the goals of I Pretoriani, and we will achieve them.
