Power Projection: Subsidizing Enemy of Rivals not working?

I've been trying to wrap my head around how this actually triggers since it doesn't seem to be as easy as the 00_static.txt implies it should be.
In the file for Power Projection it states that you can earn up to 50 points for subsidizing an enemy of a rival.

The note denotes that the power will be a percentage based off of what you give compared to your income:

subsidies_to_enemy_of_rival = {
power = 50 # multiplied with percentage of income given.

I tried this out with my rival Russia who is an enemy/rival of Egypt. My income is 536 per month. I gave Egypt subsidies of 100 ducats per month (expecting to see 9 points of PP).
I got 5 PP for exactly 1 month, then it vanished and didn't return. I adjusted the subsidies to 150 ducats, no change in PP.

Has anyone else had any better luck with using this form of Power Projection or is it another broken mechanic?

I had something similar, but turned the other way - I had two identical modifiers. In my game as England I got extremely lucky and got France and Castile under union, seeing how I had some money to spend I decided to give them some and got "Subsidizing the CountryName" bonus to PP, but it was listed twice for both countries. It could be that it was listed for every rival they had, but it then vanished after some time, although both France and Castile weren't growing much. I think I would check if they have anyone as rivals today and add anything else useful later.

Presumably it scales with their income, not yours. After a month that income includes the subsidy itself, thus dropping the PP gained. The opinion bonus works in a similar way, creating an unnecessary soft cap (which I also presumed to be bugged behavior and reported some time ago). At least with the opinion you do still get some, here it could just drop the value below 1 and not give anything.

I proposed a fix there to not include the subsidy in the calculation, which would also be needed here really.

Theres a trick with this although it is kind of specific. If you are at war with any or all of your rivals you can subsidise your own vassals for power projection. If you're at war with all 3 of your rivals it will triple the power projection that you get (what you get for each rival is based on how much money you subsidise them).
