This is mostly speculation and theory on my part so if your experiences differ please let me know,

Awakened Empires have access to some ship modules which require a source of dark matter to put into ships. Some can also build psionic shields, which require zro.

Fallen Empires and Awakened Empires don't have any native sources of dark matter other than a basic +2 per month and don't have access to zro. That's what I can tell from their buildings and civics.

Fallen Empires can awaken after 200 years, and at the first opportunity they have to awaken they should have 4800 dark matter. A basic battlecruiser with a dark matter engine and thrusters requires 8 dark matter for each, and each dark matter shield costs an extra 1. A destroyer needs 2 dark matter for the engine, 2 for thrusters and again 1 per shield. Large psionic shields require .333 zro each.

It seems like that during a protracted war, like a crisis or War in Heaven, Awakened Empires will quickly run out of dark matter for new ships and might not even have any zro for their shields. Is the AI clever enough to downgrade their ship designs so they aren't trying to build something they can't?

It seems like a decent workaround would be to give one of those Awakened Empire civics a flat bonus to dark matter and zro production per month.
