The recent DLCs have given much needed complexity and flavour to most parts of the world. I feel that now the time would be ripe for a DLC focusing on refining Europe and specifically the HRE mechanics and dynamics.

I would particularly like to see new mechanics which make it possibly to exert power without blobbing directly, putting emphasis on balance of power between the various great powers. While blobbing and rapid territorial expansion is fitting for some parts of the world, it always put me off to see the HRE split between a handful of semi-blobs by the end of the 14th century in EUIV.

What would YOU like to see addressed in such a hypothetical DLC? Do you think such a DLC would be feasible, or are you of the opinion that EUIV is still too eurocentric?

I would like to see some hre mechanics for non elector non emperor princes.
Currently theres very little they can do in the hre save from trying to become emperor.

The implementation of circles.

Like a full rework of the HRE system where you don't have to be on their good side for them to vote on it, but rather like a mix of the parliament system England has, with circles voting on certain boni and little to no influence from the emperor on it - maybe even votes that benefit circles, weaken other circles, weaken the emperor if they dislike him or strengthen him if they like him - and of course your eight important reforms which would work like they currently do except IA income on emperor death is reduced, passive IA gains are eliminated and the Emperor can increase his IA by finishing 'Emperor missions' like "Magdeburg got removed from the map. Get them released again", or "Bohemia is the strongest force after us. We should make sure we're on their good side - fight a war on their side or get a core returned to them" or even "have x princes in the empire".

A full blown minigame inside of EU4 with complex emperor mechanics which can completely change your playstyle and experience and simple (=non-interrupting) member mechanics which can be set once and forgotten about. Maybe an event here and there.

Dunno, sth like that.

For Europe DLC I definitely want to see colonizers conquer parts of India, SEA, East Africa and Indonesia. Colonial conquest of Americas is mostly fine, conquest of North Africa is pretty good too (with the exception of Morocco conquering Portugal every second game). Conquest of Western Africa and Kongo is pretty rare, as it should be. But the European conquest of historical colonial (trade company) regions is very badly done. The pip nerf of Europeans, institutions and general power boost to RoTW hit historical colonization very hard.
Obviously this also requires massive improvements to how AI moves armies and does naval invasions.

If you're talking only HRE DLC, the emperor needs to bring order to the empire once again. If there's no peace of Westfalia, the Emperor should be enforcing the official religion to his princes either diplomatically or militarily. He should be a few steps from revoking the privilegia. I remember the times of AI formed HRE. They should be back again. Nowadays they just enact one or two reforms and then the empire stagnates even under a strong emperor because of heretic princes.
