Potential bug regarding unique building

v.1.0.2 [fc5e] Unable to build Royal Gardens of Klotras on non-capital planets.

Description: I am unable to build the Royal Gardens of Klotras on any planet other than my capital. I assume this is a unique structure for the Enlightened Monarchy government type - my species is Fanatic Xenophile Pacifist Avian. It is a 'Unique Planet' structure so it can be built on multiple planets. The tool-tip says '(*)Exists (X)Ruler: Does not have "built_monument" flag'. I attached screenshots from two planets showing the issue.

DLC's: N/A but I do have the Pre-order item, Creatures of the Void and Ringtones on my DLC list.
Mods: None

Reproduction Steps:
1. Be an enlightened monarchy
2. Be Fanatic Xenophile Pacifist Avian (Not sure this is necessary)
3. Have Royal Gardens of Klotras built on Capital planet
4. Have a Planetary Administration on a secondary planet (Not sure this is necessary)
5. Try to build the Royal Gardens of Klotras on secondary planet

Observe: See that you cannot build the Royal Gardens of Klotras on any planet other than your capital.

Other comments: This may not be a bug but the tool tip is not clear - what is the "built_monument" flag? I was able to build the unique structure for the military junta on multiple planets. Maybe you actually need a Planetary Capital on the planet?

You can only have 1 per ruler. Tooltip is bugged but it works correctly.
You have to wait for new ruler to build 2nd Gardens on other planet.
That's why it always has ruler name in it (ruler which gave order to build it, like his monument)

So only the tooltip is bit meh, works fine
