I had this idea floating around in my head for some time now and I think it could potentially be something that could slightly fix the constant border gore caused by AI releasing every tag imaginable. It would basically be a tag priority system that would tell the AI what it can or can't release. For example, tags like Occitania would have very low priority meaning that the AI won't ever release it, while countries like France would have higher priority meaning the AI would try to keep France with all its cores unless the AI has some claims/cores over them. Maybe there could also be a historical priority system when you play on historical. I don't know how it would be implemented and I'm sure there are problems with this idea but I nonetheless wanted to throw it out there and see what others think of it. Feel free to post your ideas as well.

Yeah, a priority/weight for each tag would be a good idea. Couple that with two thresholds: One for AI to choose whether to release, another (perhaps dependent on government type) to determine whether the AI is willing to take its land. So that a country can prefer to release, prefer to take, only release, or only take, depending on priority and thresholds. I bet it'd be a lot simpler to implement than additional/improved AI logic.

There's already a 25% cost increase for releasing unlikely countries, and the AI is supposed to prefer discounts. But it doesn't apply to puppeting. Maybe that's an oversight?

Tbh, I'd settle for the AI creating contiguous territories instead of a patchwork of exclaves across the map :D
