So, as Wiz has said, I dont remember if it was on twitter or on stream, but he said that pops fleeing from purges would not go to nations that would have their rights restricted there, rightfully so, since if you are a refugee i would not imagine you would flee to a place that would be worse for you. And how do you set how you would treat aliens? With the new species right system of course, where you can select the individual rights/quality of living, slavery, whatever types for every alien species in the game.
Now this is speculation, we dont know every in and out of how these things would work, but wouldnt this mean we can accept the refugees by temporarily setting them to being free and equal pops, but then when you get enough, you set them to slaves and take away all their rights and make em slaves?
You could see this as not an exploit, as theoretically, your evil empire could just lie about taking in the refugees and then make them into slaves, but I am just curious on your thoughts about this scenario.

I doubt that refugee settings etc. would differ from current policies, that can only be changed every decade.

As you said, this would be a valid strategy, though I doubt you'd be able to change species rights/responsibilities at any time without cost. I wouldn't be surprised if there was at least a modest influence cost every time as well as a few years' cooldown for changing that particular field for that particular race.

Another deterrent would be if migration attraction would be less for empires that allow slavery and purges in general, even for species that would be free, since many might not want to take the chance if there is a possibility their new home could suddenly declare them slaves.

Accepting too many refugees at once might also cause empire-wide discontent, especially if you enslave them all. I could see this causing them to immediately join a faction and revolt. Your own pops, depending on their ethics, might defect as well.

If nothing else, maybe an influence cost should be tied to changing the species rights laws based upon the number of pops in your territory. Certainly revoking a species that enjoys equal treatment and service in your empire down to menial servitude and slavery would not be an easy adjustment for society.
