Playing as Mexico, I got a CB on Nassau because Nassau seized the cargo of one of my trading vessels.

I got a Cut down to Size CB on Ethiopia for insulting me...after they had been destroyed by Egypt and had no armies.

Playing Brazil, I got this border incident event where you get a CB for taking a state. You see, I have a border with Great Britain in Guyana, so I get a CB for a state... in Northern England.

The CB works for any state, not just a bordering one. However, it only works for the first state you pick - if you add a war goal, you can't use the CB for a second state. As OE,I liberated Croatia from Austria using the Acquire State CB while they were rumbling with Prussia.

I got the "Cut Down to Size" CB on Nepal, as the US.

Also, as Austria, I got the CDtS CB on Egypt... While I was at war with them.

atleast in the demo, it only counts states not colonies
so as brazil or america, bordering a British colony the border-event gives you a CB for any state in Britain but none of the colonies.

Playing as civilised Japan I've had endless "acquire state CB" events - against uncivs - who don't have an acquire state war goal option...

Edit: also dozens of [landlocked unciv minor] has insulted you - cut down to size CB. Sokoto alone has insulted me 3 or 4 times! No wonder they are unciv

But keep in mind Britain DID invade Ethopia in 1867 to rescue nationals, including the then consul, after they were imprisioned after Queen Victoria failed to reply to a letter of the then Emperor, which he took as a personal insult.
