Can you show us where they said it? I've seen them admitting that estates should be in the base game, but I think I've never seen such a statement on the development.
My first finished game. Poland 1.21. I start with Alliance Bohemia and Novgorod.
At the end of 16 century I get rid of Moscow and start fight with Bukhara Novgorod. After some time in 17 century I got pass into India. Somewhere in 18 century i start thinking about Europe. I had PU with Great Britain, Bohemia, Brabant which two last ones I annexed. In the middle of this century Ottomans created big coalition of some HRE country's, Hungary, and Asian Powers like Bengal, Vijayanagar, Bukhara, Yarkand. I won all of them. I had good alliance with France , Venetian Paraguay Mexico and Columbia. It was fun game, but I could done much better. I wanted have Polish-Chinese Border. It was good lesson for me. I know where I made mistakes.

Patch notes say they already nerfed it, at least some, since it apparently had no cost but now does (don't know how high though).

Perhaps I make some vassals around me like Finland. And later I also want to establish some colony too 
Seems strange that you didn't go for All of India and Asia in general. You can get A LOT of wealth there and Merchants from the Trade Companies you set up.

My last 1.21 campaign as Korea.
Wanted to play peaceful like history but Manchu invaded 3 times all defended properly.
It can be hard to find player's nation in this mapmode.
But you can see clearly where the player is in this mapmode.

A reasonably brisk Holy Trinity run:
Mostly I thought it was interesting for the alternate route to a northern core. I wound up vassalizing and reassembling a weakened Savoy, then Burgundy fell apart, then I figured I only needed to win the one war against France...
Expanding in Italy as the Pope is absurd. Between excommunication and core reconquests you can scoop up a lot of land before you even sniff a coalition. I didn't even have to raise autonomy to avoid rebels until the Protestants showed up. The Ottomans were strangely lax about moving in on Byzantium so I was able to nab them as a vassal early and start keeping the blob in line. They still have a lot of fight in them--in the middle of my last war against them the Mamluks declared on Otto and even after fighting the first six months during my near 100% occupation Otto still ultimately won the war and nabbed some clay--but I'm pretty squarely in the driver's seat now.
In the next twenty-thirty years I'd look to finish annexing Bulgaria and Aquilea, polish off Asia Minor, and then maybe expand the knightly orders a bit. This is the first game I've played in a while where I totally ignored the exploration ideas. It was interesting to be clawing for dominance in a pure zero sum game.

Bohemia and England are my allies, but I had nothing to do with France and Poland getting eaten. They managed that all on their own.
Poland is simple to explain: instead of being smart, the ai hit the "I lose" button when the PU event happened. To compound that stupidity, it appears they attacked into a TO-Hungary alliance although that may not have been the actual case (but I've seen exactly that stupidity sequence before).
what happened in the caucuses? I mean, how did trebizond migrate?
Trebizond is the primary tag of Pontic culture, so if there are rebels in the Pontic culture provinces of Genoa this may create a Trebizond in Crimea. Happens once in a while.
