Neither the HRE nor Germany have any national idea groups. So it depends on who forms it.
This is my Austria game in 1511.
Austria situation is a bit tricky as expansion tend to be thwarted by little countries ganging up on me. They all form a coalition so whoever I attack they all react.
Should it go for a big one like Bohemia or Bavaria?
I´d allied one and conquer the other. If you conquer Bohemia, you could also give an electorate to one of your buddies (I suppose you are an emperor).
Impressive work with Italy. Here's my own Venice game, though I didn't actually play towards forming Italy (and am lagging three or four admin techs behind):
What I did was first claim-annex Ragusa, then invade and annex Naples (they only had like 6k troops to my 20k). Sit by and core, slowly, wait until the coalitions get smaller. Some point later, I figured I'd claim and take Gorizia / Görz to clean up my borders. So I got into a five years war with Austria, Brandenburg, and Switzerland plus Trier, with only England by my side. For some reason I kept running into enemy stacks in mountainous provinces and took insane attrition and casualties, so I ended up taking almost 30 loans to hire 25k mercs and was saved by 20k Englishmen under god-king Henry VII. Out of spite, I decided to occupy all of German Austria, which together with the gains the English made in Flanders, battles and the warscore tick enabled me to take Carinthia, Gorizia, Krain and free Tyrol. Some coring later, I for some reason decided to attack Milan. Due to the HRE and a coalition, they were joined by Austria, Switzerland, mega-Tuscany, Ferrara-Modena and Urbino. After some intense sieging I occupied them all and wanted to unite Italy ... only to find out that it was a coalition and I couldn't make seperate peaces. In the end, I had to settle for Rome, Siena, and 580 Austrian guilders.

My only game in demo was as Austria. Managed to take most of Netherlands (Cores of Austria). Missions helped me secure lands from Venice and Milan in Italy as well as form PU on Bohemia. In the end I had inherited Bohemia and had forced PU on Hungary, vassalized Ferrara and Wurttemberg with diplomacy.
I had only 2nd largest army. No idea who had more than 104 regiments.

I guess it is to stop Polish or Lithuanian flame wars about it. Just call it Commonwealth and let the player choose if it is polish-lithuanian or lithuanian-polish.
How did the people who formed Italy reach Admin 10 AND core all the required provinces?
One guy said he took thousands of lans so he could hire a +3 advisor.
This is my 2nd time playing Portugal. Both times Spain formed within a year, so I decided to punish them for being so ambitious. Captured Navarra and it's 2 provinces, as well as much of Northern Spain.
It was quite difficult to do since they had somewhere close to ~60k troops with Aragon, but I managed it with the help of mercs (no loans). I cored all in screenshot and then added on Andalucía, Cordoba, and some other stuff later once I had the advantage (and the coalitions broke down against me).
