Anyone manage to form Netherlands as Austria yet?
I just gave it a shot - getting hit with two stab hits and a 14 year, 0 admin regency council put that idea to bed, but just running the numbers, it seems quite doable.
-10 ADM tech is the biggest hurdle - depending on various factors that's about 400 points x 4 levels = 1600.
-You start at -1 stability and need at least +1 to culture shift, so another 200 points, if you don't get any lucky events/hire an artist.
-Capital shift is 200 ADM.
-The only additional core you need is Utrecht - you own Holland, Zeeland, and Breda, and can easily reconquer Friesland and Gelre. 100-ish ADM to core Utrecht.
-Then just release Tyrol and flog off some excess Austrian provinces to Venice + Hungary, culture shift, and form the Netherlands! Why? Why not?
So that's 2100 ADM, give or take over 28 years - so an average of 6.25 ADM per month, which could easily get cut down significantly by discounts from advisors for the tech and such. Even though you start with a 2 ADM ruler and a 2 ADM heir, it probably would only take a little luck to kill both of them off and get a decent regency council, and Austria is rich enough to afford a level 3 advisor, switching out when you need a stab or tech discount. I even got an event on my second ruler which gave me a 6 ADM heir, who would've grown up by about 1516 or so, but sadly the 0 ADM regency council ruined that.
Unless I'm missing something (like sharply increasing ADM tech costs - I didn't quite get far enough to see all of them), this doesn't actually seem that hard with a little more luck than I had.
